What is the ruling on the annual allowances disbursed to citizens in varying amounts without a clear mechanism?

Annual allowances (such as the "sharhah" and "munakh") are financial allocations granted by the state to certain citizens, and they are permissible. A citizen may request and take them, even if wealthy, because they do not fall under the blameworthy matter; rather, they are considered a right from the public treasury (Bayt al-Mal). The Messenger of Allah, peace and blessings be upon him, used to give 'Umar ibn al-Khattab an allowance and commanded him to take it if money came to him without request or supervision. Ibn Jibreen mentioned that these allowances belong to the one for whom they are designated, and he may dispose of them through charity and expenditure.
