Is it permissible to apply to charities for school fees and housing rent, while being able to provide these expenses from the monthly salary over several months?

"Submitting a request for financial assistance is like begging people, and the default ruling is prohibition unless there is a necessity or an urgent need. As long as the questioner can save money from his salary to pay for school expenses and housing rent, the need that permits begging does not apply to him. His begging then would be to accumulate wealth for himself, and this is considered begging out of greed. Ibn al-Jawzi mentioned that charity is not permissible for the wealthy or for those capable of earning, citing the Prophet's hadith."
