Does requesting the annual grant from the ruler and princes contradict the Prophetic Hadith: "Whoever seeks self-sufficiency, Allah will enrich him, and whoever seeks to be chaste, Allah will make him chaste"?

It is permissible for a person to ask for their right from the public treasury (Bayt al-Mal) or other sources, and this is not considered blameworthy asking. Nor does it contradict the Hadith, "And whoever seeks self-sufficiency, Allah will make him self-sufficient, and whoever seeks to be rich, Allah will make him rich," because this Hadith pertains to asking for something that is not an established right in the public treasury. Al-Mardawi, in "Al-Insaf" and "Al-Durar al-Saniyyah," explicitly stated the permissibility for someone who is allowed to take something from the public treasury or Zakat to ask for it, because they are requesting their due right.
