What is the ruling on women being taught by men in public, not in seclusion?

A woman's education is important for her, her family, and her community. However, it should not come at the expense of her religion and morals. She should first seek female teachers. If none are available, it is permissible for her to learn from men, provided certain conditions are met: there is no khalwa (private seclusion), she maintains her hijab and modesty, she does not speak in a soft or alluring manner, and she does not display her adornments.
