Is a hady (sacrificial animal) obligatory for someone who comes to Mecca for study and resides there with the intention of returning to their homeland after completing their studies?

He is required to offer a sacrifice (hady) because his stay in Mecca is not one of permanent residency. The hady is not required for a resident of Mecca, as Allah Almighty says: (Then whoever takes advantage of 'Umrah [with a break before Hajj] - he must [offer] what he can obtain of sacrificial animals. But if he cannot find [one], then a fast of three days during Hajj and seven when you have returned [home]. Those are ten complete [days]. This is for him whose family is not in the area of Al-Masjid Al-Haram).
