Which precedes the other: action or intention?

The intention accompanies the beginning of an act or precedes it slightly. In prayer, the intention is simultaneous with the opening takbir, and it is permissible for it to precede it by a short time. Similarly, in purification (tahara), the intention is at its beginning, and it is valid for it to precede it by a short time.
