There is no harm in performing ruqyah on a car, as the evil eye can affect factories, houses, and cars. The cure for it is for the person who cast the evil eye to perform wudu or ghusl, and then pour the water from their wudu or ghusl over the animal, car, or similar object. Placing the water of the person who cast the evil eye into the car's radiator is beneficial, with Allah's permission, based on the Prophet's (peace be upon him) saying: "And if you are asked to perform ghusl (for someone afflicted by the evil eye), then do so." It is also prescribed to make the following supplication when purchasing a car: "O Allah, I ask You for its goodness and the good of what You have made it for, and I seek refuge in You from its evil and the evil of what You have made it for."
