Is it permissible to use television sets and digital receivers owned by a deceased father, and will their owner be held accountable for the misuse of these devices?

If the father is righteous and uses devices in a way that pleases Allah, and has raised his children upon the religion, and he predominantly believes that they will only use these devices for what is permissible, then he is not sinful if the opposite occurs. However, if the father is a bad example in looking at or listening to what is unlawful, or he predominantly believes that the children will use the devices for what is not permissible, then he is sinful and bears his burden and the burden of those who followed him. And it is obligatory upon the children to fear Allah in their actions and words.
