Is zakat obligatory on the remaining amount, which is five million Iraqi Dinars, and if so, how much is it?

Zakat is obligatory upon anyone who possesses the nisab (the equivalent of 85 grams of gold or 595 grams of silver) and a full lunar year (hawl) has passed on it, even if the money was designated for other purposes. The overdue Zakat must be paid immediately with repentance, and it is a quarter of a tenth (2.5%). Ignorance of the obligation of Zakat does not waive it, and one must hasten to pay it for all previous years.
