Is it permissible to complete the tawaf after the sa'i if one who forgot remembers a deficiency of one circuit of the tawaf?
In Tawaf for Umrah or Hajj, there must be seven circuits, and less than that is not sufficient. Continuity between the circuits of Tawaf is a condition according to the Maliki and Hanbali schools of thought. So, if there is a long separation between the circuits, the Tawaf must be repeated.
It is not permissible to perform Sa'i before Tawaf, and if this occurs, the Sa'i is not counted. Based on this, the seventh circuit performed after Sa'i is not counted due to the long separation, and similarly, the Sa'i is not counted because it occurred before the completion of Tawaf. Whoever did this must return to Makkah to complete their Umrah by performing Tawaf, then Sa'i, then shaving or shortening their hair.
