What is the ruling on cloud dispersal and how does one respond to those who forbid it, arguing that the descent of rain is predestined by Allah?

Everything that happens in the universe is by Allah Almighty's decree, and this includes the matter of rain. Allah Almighty says: (Indeed, We created all things with predestination). So, if a genuine technology for dispersing clouds and preventing rain exists, this does not contradict Allah's decree, because it is Allah who taught humanity this technology and enabled them to use it. If Allah willed to send down rain, He would do so, and nothing could prevent Him, because He is able to strip causes of their effects, as happened with the fire of Ibrahim (peace be upon him). This is supported by the Hadith of Abu Sa'id Al-Khudri concerning coitus interruptus, in which it states: "And if Allah wills to create something, nothing can prevent it." The entire matter is in the hands of Allah Almighty.
