What is the Sharia ruling regarding what is known as "cloud seeding" through artificial insemination, and is it permissible to liken it to in vitro fertilization (IVF) and artificial insemination procedures?

Cloud seeding is a scientific process of inducing rain from clouds by adding specific substances (seeding agents) to them, in order to increase the probability of rainfall or to control it. Despite the attempts, there is no conclusive evidence of the widespread effectiveness of this technique, and the materials used in it may be toxic and dangerous to the environment and human health. Artificial rain remains merely experimental, with no conclusive proof of its success. Its success depends on the availability of natural conditions, which are created by God. The true power to send down rain (al-ghayth) rests solely with Allah Almighty, and Salat al-Istisqa (prayer for rain) is the true cloud seeding, the validity of which has been proven by the Sunnah (definition).
