Is it obligatory to take a stance on political events, new laws, unjust rulings, killing, sects, and parties in light of the fluctuating circumstances of the country and its people?

A Muslim's stance concerning new developments (nawāzil) is to strive to know the ruling of the Sacred Law and adhere to it. If the matter is obscure and knowing the ruling is difficult, it is obligatory to ask qualified scholars capable of ijtihād, in compliance with the words of Allah Almighty: "And when there comes to them a matter of security or fear, they spread it. But if they had referred it to the Messenger and to those in authority among them, then those who would extract the meaning would have known it from them." If scholars are unavailable or they differ, then it is obligatory to pause and remain silent until the truth becomes clear, and to seek evidence from the Qur'an, Sunnah (definition), Ijma' (consensus), and Qiyas (definition) (analogical reasoning).
