Does a vow to gift a camel to another person become void if the one who made the vow cannot afford it when the time comes to give the gift?

Fulfilling a vow of an offering is obligatory. If the one who made the vow is unable to fulfill it at its due time because of an excuse, and it is hoped that his excuse will cease, then he must wait until he is able to fulfill it. However, if there is no hope for his excuse to cease, then he must offer expiation for an oath.
