What is the ruling on killing effeminate men?

A mukhannath (effeminate man) is one who imitates women in his manners, speech, and movements. If his effeminacy is natural, he is not to be blamed, but he should strive to remove it. However, if it is intentional on his part, then it is blameworthy and considered among the major sins. He is called a mukhannath whether he commits obscenity or not. If he commits obscenity (sodomy) and it is proven by evidence, his punishment is death. If he does not commit it, he is punished by exile. This exile must achieve its intended benefit, which is to protect people from his temptation.
