Is the session for reading the Quran with a microphone after Iftar and before the 'Isha and Taraweeh prayers, in which a complete part (juz') is read daily to complete the ختم القرآن (recitation of the entire Quran) by the end of the month, from the Sunnah or an innovation (bid'ah)? And is it better to recite the Quran to the congregants during Taraweeh or in a Quranic study circle (halqa)?

It is permissible to hold sessions in which one of you recites the Qur’an and the rest listen, for the Prophet, peace and blessings be upon him, and his Companions did so. It is preferable for the recitation to be accompanied by teaching the rulings of the Qur’an, understanding its meanings, and its exegesis, so that you combine the Sunnah with studying the Qur’an and teaching Muslims. Reciting the Qur’an in prayer is better than outside of prayer. If completing the Qur’an in prayer is difficult, one can combine studying the Qur’an before prayer with reciting the remainder during prayer. Furthermore, studying the Qur’an at night is better, and it contains abundant good and great benefit. From this, one can understand the permissibility of the Imam reciting the entire Qur’an to the congregation in Ramadan, which is a good deed.
