Is the imam's daily recitation of a quarter juz' of the Quran after Fajr prayer with the intention of completing the entire Quran in this manner considered an innovation (bid'ah) or permissible?

The Imam should not persistently recite the Quran sequentially in audible prayers with the intention of completing its recitation (khatm), as this was not reported from the Prophet, peace and blessings be upon him, nor from his Rightly Guided Caliphs. Furthermore, doing so leads to the abandonment of established Sunnahs, such as reciting specific surahs at specific times. It is more appropriate for the Imam to complete the recitation of the Quran during the Tahajjud prayer or outside of prayer.
