What is the ruling of Islamic law on disposing of money that exceeds the effort expended, where a full salary (30 days) was disbursed despite working only 15 days, and is it permissible to give this money as charity?

The sick leave certificate containing the fabrication should not have been submitted, as the administration does not have the right to force an employee to lie. Since the matter is concluded, distributing the money to the poor as charity (sadaqah) is a suitable solution, especially if the company is governmental and the money cannot be returned to it.
