Their path to this is enjoining good and forbidding evil, which is a duty upon every individual. As for punishing criminals and establishing hudud (punishments prescribed by Islamic law), this is not their responsibility. Rather, it is carried out by the ruler, his deputy, or whoever he delegates for that purpose, due to the chaos and discord that would result otherwise. It is not permissible for individual Muslims to establish hudud. Since you are under occupation and without an Imam, these young men should refer to the scholars and callers to Islam in the country, and consider how to address their situations and problems to the best of their ability. They should not act independently in matters concerning the public, in order to avert harm and bring about benefits.
