Is it permissible to teach illiterate women the Mother of the Qur'an (Surat Al-Fatihah) without the rules of Tajweed?

The Quran must be recited with Tajweed, but this obligation is within one's capacity. If women find extreme difficulty in some of the rules of Tajweed, then what they are unable to do and what becomes difficult for them is waived, but not what they are capable of. It is obligatory to teach them what they can learn, and it is obligatory for them to apply it according to their ability.
