What is the ruling on one who feeds ten needy persons flour or barley—the staple food of the land—unprepared for consumption (uncooked), in fulfillment of the expiation for breaking an oath?

It is permissible for the one who breaks an oath to give out flour or barley in their expiation, even if they are not prepared for eating. Barley is certainly sufficient, and the preponderant opinion is the permissibility of giving out flour, contrary to those who prohibited it on the grounds that it deviates from the state of perfection and storage. The proof for this is Allah’s saying: "So its expiation is the feeding of ten needy people from the average of that which you feed your own families." And in this case, one has fed them from the average of what one feeds their family.
