Is it sufficient for the expiation of an oath to feed ten needy persons with a bag of bread along with yogurt, cream, or milk and water? Is it a condition that the needy person be a Muslim? Is it permissible to give it to laborers?

The sufficient minimum for expiation of an oath by feeding is half a saa’ of food for each poor person, which is approximately one and a half kilograms, or feeding ten poor people a lunch and dinner meal. Feeding bread and yogurt is not sufficient unless it is what one normally feeds their family. It is permissible to give the expiation to poor Muslim workers who are not dependent on you for their sustenance. It is not permissible for those who are not poor, or non-Muslims, or for workers who are dependent on you for their sustenance.
