A resident of Mecca is not obligated to perform the Farewell Circumambulation ( al-Wada') unless they intend to depart from it. If they leave before performing the Farewell Circumambulation and reach Jeddah, they are required to return to Mecca to perform the circumambulation, as it is only waived if one covers a travel distance (masafat al-qasr) outside of Mecca, and the distance between Jeddah and Mecca is not considered a travel distance.
