If they leave before performing the Farewell Circumambulation and reach Jeddah, they are required to return to Mecca to perform the circumambulation, as it is only waived if one covers a travel distance (masafat al-qasr) outside of Mecca, and the distance between Jeddah and Mecca is not considered a travel distance.
