What is the ruling on one who completed all the obligatory rituals of Hajj but did not perform the Farewell Tawaf, knowing that he is a resident of Makkah Al-Mukarramah and remained there for six months, then suddenly moved to Madinah Al-Munawwarah due to his work commitments with his sponsor?

If you are a resident of Mecca and you performed Hajj and then stayed there, you are not required to perform the Farewell Circumambulation (Tawaf al-Wada'). However, if you intend to travel from Mecca, then you are required to perform the circumambulation. Al-Nawawi stated that whoever has finished the rituals and intends to stay in Mecca is not obliged to perform the Farewell Circumambulation, whether they are a resident or a stranger, but if they intend to depart, they must perform the Farewell Circumambulation. Ibn 'Uthaymeen mentioned that if a man is from Mecca, performs Hajj, and then travels after Hajj, he must perform the Farewell Circumambulation, acting upon the hadith: "Let none of you depart until the last thing he does is circumambulate the House." Based on this, you should have performed the circumambulation before your travel to Medina. If you did not do so, then you are obligated to sacrifice a sheep in Mecca and distribute it among the poor, as Ibn Baz stated that whoever leaves the Farewell Circumambulation, or even one circuit of it, owes a sacrifice to be slaughtered in Mecca and distributed among its poor.
