Is it obligatory for a resident of Makkah, who has completed the rituals of his Hajj and then departed for Jeddah to visit his brother, to perform the Farewell Circumambulation (Tawaf al-Wada') before his departure, and is a fidyah (expiatory offering) incumbent upon him?

The people of Mecca are not required to perform the farewell circumambulation (Tawaf al-Wada'), unless they intend to travel after completing the rituals. In that case, the farewell circumambulation becomes obligatory for them before departing from Mecca. Whoever omits the farewell circumambulation must offer a sacrifice (dam) to be slaughtered in Mecca and distributed among its poor.
