Is a farewell circumambulation (Tawaf al-Wada') required for someone who has worked in Mecca for five years, wishes to perform Hajj, and then travel to her home country?

The people of Mecca are not required to perform the Farewell Circumambulation (Tawaf al-Wada') because they are not bidding farewell to their homeland. This ruling includes everyone who resides within the boundaries of the Haram. However, if a Meccan wishes to travel after performing the rituals, then they must perform the Farewell Circumambulation, so that their last act is with the House (the Kaaba).
