Is the statement of one of the scholars, "There is no consideration for the corruption of people," an acceptable and consistent rule in the rulings on mixing (of genders)?

The Islamic Sharia takes into consideration people's circumstances, customs, time, and place, which affects the fatwa (religious edict) and the ruling. Therefore, people's righteousness or corruption is given consideration in the ruling and the fatwa. Umar ibn Abd al-Aziz said: "New rulings are issued for people commensurate with the new transgressions they commit." Accordingly, a ruling can change with the change in people's circumstances, as happened in Morocco where judges stopped ruling based on a witness and an oath due to people's corruption. Some scholars deemed it good to increase the number of witnesses when people become corrupt.
