If the agreement is that the amount is in exchange for obtaining the permit, then it is a ju'alah (a contract for a reward for a specific act), and the amount is not due unless the purpose is achieved. If the agreement is for his labor wage, whether he performed it or not, then the amount is due as long as he has performed the work. However, if the matter involves lying and deception, then it is a betrayal and an unlawful appropriation of wealth. This is magnified if it involves a relative. The wrongdoer must seek absolution from the wronged person before the Day of Judgment.
