Is it permissible to pray Tahiyat al-Masjid next to someone who is reciting the Qur'an?

Tahiyyat al-Masjid (the prayer for greeting the mosque) is legislated for everyone who enters the mosque, based on the Prophet's (peace be upon him) saying: "When any of you enters the mosque, he should not sit until he prays two rak'ahs." It is legislated at all times and in all circumstances, even if the Imam is delivering the sermon. The Prophet (peace be upon him) commanded someone who sat on Friday while the Imam was delivering the sermon to stand up and pray two rak'ahs. However, if someone in the mosque is reciting the Quran aloud, he should be stopped, due to the disturbance this causes.
