Is it permissible to enroll in a bachelor's program through someone who exceeds the required conditions, and does this prevent someone else from obtaining their right?

As long as you do not meet the university's admission requirements for this stage, it is not permissible for you to circumvent them through intercession (wasta); by doing so, you would be taking what is not rightfully yours.
