Is it permissible to use a Visa card to pay tuition fees in another country with a different currency?

It is permissible to use a Visa card if it is free from prohibited conditions, whether for purchasing or for withdrawing cash in the same currency. This is what some scholars have allowed. However, scholars have differed regarding withdrawing money in a different currency; some have permitted it, while others have prohibited it due to the requirement of immediate possession (taqabud) since it involves the exchange of two different usurious categories. It is more cautious to avoid withdrawing money in a different currency. The amount can be transferred by another method free from the suspicion of usury.
