It is permissible to hold a child in one's lap, kiss their neck, and play with them, as long as it does not lead to suspicion.

Regarding the brother who harasses his younger brother, he must be advised and warned of Allah's punishment, and threatened with informing the mother or others. If he does not desist, then whoever can deter him must be informed, and he must not be allowed to be alone with young children.

Also, the young girl should not be allowed to uncover herself in front of her brother, especially if she has reached the age of desire.

Parents must take care of their children, nurture them, and guide them from a young age, for they are trusts, and they will be questioned about their charges.
