What is the ruling on taking a toll road without paying due to the unavailability of a civil ID number? And is paying the toll obligatory, or is it considered a tax?

A Muslim must fulfill the permissible conditions to which he commits upon entering and residing in those countries, for Allah Almighty says: "And fulfill the covenant. Indeed, the covenant will be questioned about" (Quran 17:34) and "O you who have believed, fulfill [all] contracts" (Quran 5:1). A Muslim should display his religion and good manners, such as faithfulness, and not tarnish the image of Islam. One must adhere to the fees imposed in exchange for services; these fees are not an unjust tax (maks). If your non-payment of road tolls involves no deception, given that you are an exempt student, then there is no blame upon you. However, if you are deceiving by something untrue to evade fees, then that is not permissible for you.
