Is it permissible for the children of an Alzheimer's patient to dispose of and distribute his money, and to rent out his properties or change the tenants?

One who has lost their sanity and cannot manage their own money is placed under interdiction. The judge, or someone appointed by the judge as a guardian over their wealth, is responsible for this interdiction. If there is no judge, or if the judge does not fulfill this role, then one of the trustworthy individuals, whether from their relatives or others, takes charge of their affairs. The duty of the one managing the interdicted person's wealth is to protect it from their own mismanagement or the mismanagement of others. It is not permissible for the guardian to dispose of the interdicted person's money except in ways that benefit them. They are not allowed to make donations or show favoritism with their money.
