How can one repent of adultery, knowing that the perpetrator lives in a country that does not implement the prescribed punishments, and is repentance accepted if he does not give up all other sins?

Adultery is a major sin, but Allah accepts the sincere repentance of the adulterer if it fulfills its conditions: abstaining from the sin, regretting it, and resolving not to return to it, while increasing good deeds. It is not necessary to undergo the prescribed punishment for repentance to be valid; rather, one should conceal their own sin.

Repentance from one sin, while persisting in another, is valid according to the majority of scholars, while some hold that repentance from one sin is not valid if one persists in another sin of the same type. Nevertheless, repentance from one sin while persisting in another is not the same as repenting from all sins. Sincere repentance erases what preceded it. It is also advised that those who are not married should hasten to marry.
