Can a menstruating woman perform the fear prayer (salat al-khawf) to alleviate her fear, even if the noble verse: "Guard strictly the prayers, especially the middle prayer; and stand before Allah with humility (238) If you are in danger, pray on foot or riding; and when you are in safety, remember Allah as He has taught you what you did not know (239)" does not refer to her?

The noble verse: "But if you are in danger, then [pray] standing or riding. And when you are safe, then remember Allah as He has taught you that which you did not previously know" (Quran 2:239) pertains specifically to the prayer of fear (Salat al-Khawf) during combat. Prayer in general is a means to achieve worldly benefits and is considered one of the most effective ways to alleviate fear and anxiety. However, a menstruating woman is absolutely forbidden from prayer, whether obligatory or supererogatory, as indicated by the prophetic Hadiths.
