What is the ruling on someone from Jeddah who performed Hajj, heading from there to Arafat, then prayed Maghrib and Isha in Muzdalifah, then departed Muzdalifah before Fajr, then threw the Jamrat Al-Aqabah and shaved, then performed Tawaf Al-Ifadah but did not perform Sa'i?

The person mentioned has not completed his Hajj due to abandoning the Sa'y (walking between Safa and Marwah), which is a pillar of Hajj. He must return to Makkah to perform the Sa'y. It is recommended that he repeat the Tawaf (definition) (circumambulation of the Kaaba) and then perform the Sa'y afterwards. He is also required to perform the Farewell Tawaf before departing for Jeddah. He is not obliged to offer a sacrifice (dam) for going to Jeddah before the Tawaf, because his Tawaf was not valid at that time. He is also required to offer two sacrifices: one for abandoning the stoning of the Jamarat (definition), and the other for not spending the nights in Mina during the Tashreeq days.
