What is the meaning of "He is self-subsisting" and "He does not subsist without His power and will" in the context of describing the speech of Allah?

The words of Sheikh al-Islam Ibn Taymiyyah clarify that the speech of Allah Almighty is connected to His power and will, and He speaks, glorified be He, what He wills, when He wills. Thus, Allah Almighty is eternally speaking, and speech is an essential and active attribute of His. Speech is an attribute of Allah and is not created, and none of the predecessors said that the specific speech itself is eternal. Rather, they said: "The Qur'an is the uncreated, revealed word of Allah; from Him it originated and to Him it returns."
