What is the meaning of some preachers' saying: "Allah Almighty has spoken and continues to speak" before reciting a verse, and does this imply the impossibility of incidents with regard to Allah Almighty?

The Sunnis (Ahl al-Sunnah wa al-Jama’ah) believe that Allah Almighty is eternally and everlastingly a Speaker (Mutakallim). He speaks whenever He wills with letters and an audible voice. Thus, His speech is an essential attribute in terms of its origin, and an active attribute in terms of its individual instances. The statement of the preachers, "And He remains a Speaker," affirms the perpetuity of the attribute of speech for Allah Almighty, not negating His speech related to His will.
