Is it permissible for young children (4-6 years old) who are not proficient in performing ablution to hold the Mus'haf for memorization and learning without ablution?

Scholars have differed regarding a person in a state of ritual impurity touching the Qur'an. The preponderant opinion is that it is not permissible except in a state of ritual purity. As for children touching the Qur'an without purity for the purpose of memorization and learning, the majority of scholars permit it, whether the child is discerning or not, due to necessity and to connect generations with the Qur'an.
