What is the interpretation of the Almighty’s saying: "Then He rose over the Throne," and does it indicate that the rising over the Throne occurred after its creation, and does this contradict His transcendence above His creation, which is an eternal, unchangeable attribute?

Allah's transcendence (uluw) is an essential, eternal attribute. He, glorified be He, has always been transcendent, both before and after the creation of His Throne. His transcendence differs from that of created beings. And His saying, "Then He rose over the Throne" (Qur'an 7:54), does not mean that the creation of the Throne occurred after the creation of the heavens and the earth. Rather, the creation of the Throne preceded them by consensus. The word "then" in the verse indicates His rising over the Throne after the creation of the heavens and the earth, not the creation of the Throne. Discourse regarding Allah's attributes must be limited to the texts without delving deeply.
