Is the restriction of God's not speaking to, looking upon, or purifying certain categories of people a form of limitation, or not?

This threat applies to everyone who disbelieved in Allah, those who exchanged Allah’s covenant for a small price. Every disbeliever falls under this threat, as Allah Almighty said: "Indeed, those who exchange the covenant of Allah and their oaths for a small price - those will have no share in the Hereafter, and Allah will not speak to them or look at them on the Day of Resurrection, nor will He purify them; and they will have a painful punishment." Allah not looking at them means not looking with mercy, and His not speaking to them means a speech from which they gain no benefit, but rather rebuke and chastisement. This threat has also been mentioned in Hadiths from the Prophet, peace and blessings be upon him, regarding categories of sinners such as: the one who lets his garment drag out of arrogance, the one who reminds others of his favors, the one who sells his merchandise by false oath, the elderly adulterer, the lying king, the arrogant poor person, the one who withholds excess water from a wayfarer, the one who swears falsely to sell his merchandise, and the one who pledges allegiance to a leader for worldly gain. These sins are major sins, but if one dies as a Muslim having committed them, their ultimate destination is Paradise, and this threat will be lifted from them.
