What is the ruling on working for CPA (Cost Per Action) marketing companies that pay money for an action performed by a visitor, such as taking a survey, downloading a program, subscribing to a website, or entering an email address, knowing that there are offers that contradict Islamic Sharia and others that do not, and that the marketer chooses the offers they market, and that some companies grant a percentage of the profits of individuals who are brought in to register? And is it permissible to market only the offers that do not violate Islamic Sharia?

It is permissible to market if the company's system does not require payment of fees, and the broker's commission is known and not contingent on the activity of those in his network, and the participant markets what is permissible. It is permissible to take a commission by filling out forms if their subject is permissible and does not aid in what is forbidden. As for commissions given in exchange for the activity of those in the participant's network, they are not valid if they are part of his compensation, due to gharar (excessive uncertainty) and Jahalah (ignorance/unclear terms). However, they are permissible if they are a donation from the company to motivate members.
