Is the towel with which the body was dried after performing istinja' and ghusl considered najis if drops of urine were subsequently discharged due to pressure on the penis?

A pure cloth, before drying, remains pure as long as its impurity is not established with certainty. It does not become impure merely by doubting that it was struck by drops of urine, for the fundamental principle regarding things is purity until the contrary is proven.
