Is the transfer of impurity (najasa) by rubbing against a part wet with urine or with water, taking into consideration what was stated in Ibn Abidin Al-Hanafi's Radd al-Muhtar: "because the wetness (al-nadawra) at that time is the very essence of impurity (ayn al-najasa)"?

The wet garment not becoming impure by urine is the view of the Hanafis, provided that its wetness or trace does not appear. If it does appear, it becomes impure. The statement that there is a difference of opinion on the matter is correct, and we issue a fatwa based on precaution, which is the obligation of purification in this situation, except for the one afflicted by Waswas (obsessive doubts), for whom it is permissible [to be lenient].
