How can we reconcile your statement that touching a wet hand to a spot with urine spray contaminates it even after it has dried, with your statement that the ruling of impurity does not transfer?

There is no contradiction between the two fatwas. In one of them (No. 44884), we restricted ourselves to quoting some Malikis who say that urine, once dried, does not defile what it touches if the latter is wet, because its essence has ceased to exist. This was done to suit the situation of the person suffering from obsessive doubts and to alleviate hardship for him.
