What is the ruling regarding a married woman who committed adultery and resides in Europe, who has regretted her actions and wishes to repent? And would the حد الرجم (stoning penalty) be applied to her in Saudi Arabia if she were to come there, knowing her difficult psychological circumstances and the abandonment by her husband, which led to her falling into indecency and contracting a sexually transmitted disease?

Adultery is a grave sin, and whoever commits it must repent to Allah Almighty. She is not required to confess to the حد الزنا (punishment for adultery). It is impermissible for the husband to abandon his wife and cease marital relations with her to the extent that she is harmed. She has the right to remain under his marital bond with kindness or to seek a divorce. Threatening the husband with adultery or actually committing it is the epitome of foolishness and recklessness.
