Is the father obligated to provide for his twelve-and-a-half-year-old daughter who lives with her divorced mother, who prevents him from contacting his daughter?

A solvent father must provide for his children if they have no wealth, as Allah Almighty says: "And upon the father is their provision and their clothing according to what is reasonable." Scholars have unanimously agreed on the obligation of a father to provide for his young children who have no wealth. Withholding provision despite having the means is forbidden, and some scholars have considered it among the major sins. The mother's custody of the children does not waive their father's obligation to provide for them, just as the mother's preventing the children from contacting their father does not waive the children's provision.
