Is it permissible to give one's sister from Zakat money for a special needs center that she owns, knowing that the center has its own profit?

Zakat has specific categories for expenditure, and it is not permissible to spend it on anything else. It is a condition that ownership of the Zakat funds be transferred to the poor and needy who are eligible for Zakat. It is not sufficient to give it to centers that provide aid, especially if not all of the beneficiaries are eligible for Zakat.
