Is it sufficient to wash underwear with the intention of purification from urine, without mentioning the name of Allah, and is there a different method of purification for paper stained with urine than washing clothes?

The majority of scholars do not stipulate the intention of removing impurity, nor the mention of 'Basmalah' (saying 'Bismillah'), when washing clothes or the body. Impure paper can only be purified with water if possible. If water would damage it, then its purification is not obligatory, unless it is paper from a Mushaf (definition) (copy of the Qur'an) or books of Islamic knowledge. Some scholars have issued a fatwa (definition) that it is obligatory to wash a defiled Mushaf even if it leads to its damage. It is permissible to benefit from impure paper that is not from a Mushaf or books of Islamic knowledge, without carrying it during prayer, if washing it would damage it.
